Emergency centers not reaching detached areas
Emergency centers have difficulties in finding permanent labor, especially to more distant places. That's why emergency centers need to have a more centralized organization and there are new workers all the time.

When emergency centers are located in a more centralized pattern, it takes longer time to reach places. When new employees come in all the time, it takes longer time for them to find the accident places. The longer it takes to react to emergency calls, the more people die in accidents.

It is ethical to try to provide equal level of security for people in all areas. Accessibility by emergency center shouldn't be the priviledge of urban areas.
